Abstrak. Penelitian ini bertujuan untuk mengetahui validitas dalam mengembangkan alat evaluasi berorientasi HOTS (Higher Order Thingking Skills) pada pembelajaran IPA materi keseimbangan dan pelestarian sumber daya alam berkarakter konservasi di kelas IV Sekolah Dasar. Jenis penelitian ini adalah penelitian pengembangan dengan model four-D (4-D) dengan beberapa tahap yakni (1) pendefinisian (Define), (2) Perancangan (Design), (3) Pengembangan (Develop) dan (4) Penyebaran (Disseminate), akan tetapi pada penelitian ini hanya sampai pada tahap pengembangan yaitu tahap validitas. Instrumen yang digunakan terdiri dari instrument wawancara dan instrument validasi. Teknis analisis data menggunakan lembar penilaian validator ahli didukung rumus perhitungan setiap aspek yang dinilai. Hasil validasi ahli materi mendapatkan presentase rata-rata sebesar 92,4% dengan kategori sangat layak. Hasil validasi ahli alat evaluasi mendapatkan presentasi rata-rata sebesar 90,4% dengan kategori sangat layak. Validasi praktisi/guru memperoleh presentase rata-rata sebesar 95,2% dengan kategori sangat layak. Validitas dari hasil validasi ahli memperoleh soal uraian dan pilihan ganda sebanyak 90 nomor soal. Disimpulkan bahwa alat evaluasi berorientasi HOTS yang dikembangkan layak digunakan sebagai alat evaluasi dalam pembelajaran IPA materi keseimbangan dan pelestarian sumber daya alam. Abstract. The research objective is to determine the validity of developed HOTS (Higher Order Thinking Skills)-oriented evaluation tools in the natural sciences learning in material of stability and sustainability of natural resources concentrating on conservation character at Grade IV of Elementary Schools. It applies a research and development method with a Four-D (4-D) model consisting of several phases, namely: (1) Define, (2) Design, (3) Develop and (4) Disseminate. However, this research is limited to the development stage or validity phase in particular. Furthermore, the instruments used in this research are interviews and validation. The data analysis technique is the expert validator assessment sheet supported by a calculation formula for each assessed aspect. The validation results from material experts obtain an average percentage of 92.4% with a very decent category. The validation results from media experts indicate that evaluation tools gain an average percentage of 90.4% with a very decent category. Likewise, the validation results from practitioner/teacher gain an average percentage of 95.2% with a very decent category. Additionally, the expert validation results obtain essay and multiple-choice questions as many as 90 questions. In brief, the developed HOTS (Higher Order Thinking Skills)-oriented evaluation tools are feasible to be used as an evaluation tool in the natural science learning, material of stability, and sustainability of natural resources.
