Reintegration for former combatants and conflict victims is a consequence of the signing of a memorandum of understanding between the Indonesian government and GAM. Reintegration is implemented with an economic empowerment program, but its implementation has not shown significant results, especially in terms of increasing welfare. The aim of this study is to describe and analyze the evaluation of sustainable development through economic empowerment of former combatants and conflict victim communities in Aceh Province. This study was conducted using a qualitative approach, and the data was evaluated using the CIPP model. The results of the study: obstacles in the implementation of economic empowerment predominantly occur in terms of limited human resources, lack of data validity, potential misappropriation and misuse of the budget, wrong targeting of aid, fraudulent behavior and use not according to its intended purpose. Thus, to carry out sustainable development, it is necessary to understand the meaning of reintegration, former combatants and conflict victims to avoid swelling in the number of target groups, economic empowerment must be in synergy with psychosocial development, and there is a need for synchronization and synergy between the government, private sector and society.
