The problem above is the main theme in writing this thesis with the title Implementation of Providing Plasma Plantations to the Community Based on Landak Regent Regulation Number 4 10 of 2018, Concerning the Implementation of Plantation Businesses. (Study of Pawis Hilir Village, Jelimpo District, Landak Regency)Using Empirical methodology, research with results where the implementation of plasma land distribution in Pawis village has not been carried out optimally, several factors and obstacles that occur in providing plasma plantations to the community are, apart from the objects agreed to by the company which are normatively there is, but the physical form has never been submitted regarding the location, boundaries and area of each community-owned plasma plantation, this is because the company has not provided legal certainty, and the basis of the agreement between the residents of Pawis downstream village and the plantation company has not been stated in concrete terms at any time.Keywords, Effectiveness, Monitoring, Plasma,Abstrak Salah satu perkebunan Mitra Masyarakat di kabupaten landak adalah Perseroan Terbatas Cemeru Lestari, berdasarkan Keputusan Bupatri Landak Nomor 274/DISBUD/Tahun 2021 pada bagian kedua menyebutkan sebanyak 176 KK/300 Hektar yang masing KK mendapatkan 2 hektar lahan yang harus diserahkan kepada Masyarakat di Desa Pawis Hilir, Kecamatan Jelimpo. Akan tetapi kewajiban ini belum diserahkan sepenuhnya kepada masyarakat, padahal Pembangunan kebun plasma merupakan kewajiban dari setiap perusahaan perkebunan. Setiap kebun plasma yang sudah dibangun wajib di konversi kepada petani mitra perusahaan, dimana mereka para petani yang biasanya sudah tergabung dalam koperasi mitra perusahaan Dengan adanya sistem bagi hasil yang baik, adil dan transparan antara perusahaan dan masyarakat, diharapkan mampu Jelimpo sinergi yang baik antara pihak perusahaan, masyarakat dan pemerintah. Permasalahan diatas yang menjadiu tema utama dalam penulisan Skripsi inio dengan judul Pelaksanaan Pemeberian Kebun Plasma Kepada Masyarakat Berdasarkan Peraturan Bupati Landak Nomor4 10 tahun 2018, Tentang penyelenggaraan Usaha Perkebunan. (Studi Desa Pawis Hilir, Kecamatan Jelimpo Kabupaten Landak)Dengan menggunakan metodoligi Empiris, penelitian dengan hasil dimana pelaksanaan p[e,mebrfian lahan plasma di desa Pawis belum dilaksnakan dengan maksimal, beberapa paktor dan kendala yang terjadi dalam pemberian kebun Plasma kepada masyarakat ini adalah, selain objek yang diperjanjian oleh pihak perusahaan secara normatiof telah ada namun bentuk fisiknya belum perbnah diserahkan mengenai letak,batas dan luas dari masing-masing kebun plasma milik masyarakat, hal ini disebabkan karena perusahaan belum memberikan kepastian hukum, dan dasar perjanjian antara warga desa Pawis hilir dan Perusahaan perkebunan belum dinyatakan secara konkrit waktu.
