<![CDATA[The purpose of this research is to explain the implementation of the Child Identity Card Program by the Department of Population and Civil Registration of Dharmasraya Regency. This research was conducted using descriptive qualitative techniques, namely data collection using interviews and documentation. The selection of informants used is source triagulation. The data validity technique that the researcher uses is triagulation. This study uses the concepts of Van Meter and Van Horn, namely policy standards and objectives, resources, characteristics of implementing agents, inter-organizational communication, attitudes or tendencies of implementers, and social, economic, and political situations. Based on the findings in the field, it can be concluded that the Implementation of the Child Identity Card Program by the Department of Population and Civil Registration of Dharmasraya Regency has been implemented but not optimal. In the implementation of the Child Identity Card Program in Dharmasraya there are still obstacles in the form of the absence of a clear program structure between implementing organizations which results in ineffective communication and coordination due to the absence of a clear division of tasks and roles between the agencies involved. Then the influence of social, economic and political conditions as well as people's understanding of the Child Identity Card program which has not been good has an impact on the implementation of the Child Identity Card program in Dharmasraya District.]]>
