Abstract

This research aims to generate general picture of Direct Election for Regional Leader’s (Pemilukada) funding, identify the main problem concerning Pemilukada budget, and suggest practical recommendation on managing Pemilukada budget. This is a qualitative research, using the data collection techniques of in-depth interview and Focus Group Discussion, as well as document analysis on Pemilukada budget and Regional Budget (APBD). The location of the research is in Solok and Bandung District. Both are chosen based on their characteristic of Pemilukada budget best practice and their regional fiscal capacity. The result of this research is a model for Pemilukada budget as instructed by the Law that at present has not been effective in minimizing various problems concerning the implementation of general election at regional level. Pemilukada is budgeted in APBD, heavily encumbering regional finance; therefore regional government’s work plan should be rationalized on the fiscal year of Pemilukada. Recommendation for a model for funding Pemilukada is to budget Pemilukada through National Budget (APBN).

Abstract

The research answers the questions: How is the growth of Solok Regional Budget in the budget year of 2009-2012? How is the budget allocated for public services in the budget year of 2009-2012? What consideration is taken by the Regional Government in determining regional budget from the aspect of expense and regional expense management policies? What models are used in the allocation of public service expense in the Regional Budget? The stages of the research are: 1. Conducting comparison on the number of annual public service expenses, 2. Viewing the greatest and smallest allocation of public service expenses, 3. Studying whether the allocated budget is in accordance with the government policy. This stage altogether maps the dynamic of Regional Budget arrangement to see the involvement of each actor in the process of budget formulation. The research uses qualitative research method with the data collection technique of in-depth interview and analysis on the Regional Budget documents. First, the entire data, ethic and emic, were analyzed and described, then reduced by making abstraction, as a core summary. Eventually a conclusion was drawn to give a picture of how to make optimum the allocation of public service expenses in the Regional Budget.

Abstract

One form of local government public policy is the establishment of Regional Owned Enterprises policy. The purpose of this study was to evaluate the policy of the establishment of a Regional Owned Enterprise PT. Balairung Citrajaya Sumbar. The theory used is the policy evaluation of Althaus et al. with indicators: Input, Process, Output, and Outcome. The research approach used is descriptive qualitative with data collection, document review, interviews and observations. The results showed that the establishment policy of PT. Balairung Citrajaya Sumbar has not been effective and inefficient based on; (1) Inputs, the basic material of the policy is that there is no feasibility study, human resources are adequate, financial resources have not yet received all capital participation from districts/cities in accordance with the cooperation agreement. (2) The process, the implementation of the policy has reached the target, namely the formation and operation of PT. Balairung Citrajaya Sumbar. Policy implementers have carried out their respective roles according to their respective functions. However, it has not been effective in achieving policy objectives and is inefficient in managing resources into outputs, (3) Output, the policy results have been received in the form of dividends, but the ratio is still very small compared to inputs and has not been received continuously every year. (4) Outcome, the formal objective of the policy to increase development is still not significant because of the small contribution to PAD. Another positive impact is that socially, the Balairung Hotel has become an icon and meeting point for the people of West Sumatra in Jakarta. Meanwhile, the negative impacts include the image of the West Sumatra Provincial Government not being able to manage BUMD properly and the increase in the APBD burden for renting the West Sumatra Provincial Liaison Agency office in Jakarta, as well as the reduced function of the Balairung as a shelter for Minang people in Jakarta.

Abstract

Current research on public administration has generally concluded that collaborative governance is a key factor to solve the contemporary crisis. This argument departs from the essence of a concept that brings state and private stakeholders together in policymaking. Through a case study in the Jambi Province, we find that the collaboration between local governments and society has useful in handle Covid-19 crisis because they may shared understanding to prioritize Covid-19 pandemic as common problem. At the same time, the religious tension also gave a positive impact for the collaboration. However, the collaboration performance has followed several challenges such as incompatible procedures, inequality for the same access between individuals, and intervention by local elites.

Abstract

This study aims to determine the existence of local political parties in Aceh in the 2009-2019 legislative elections. The presence of local political parties in Aceh is a the result of the peace conflict between the Free Aceh Movement (GAM) and the Government Republic of Indonesia. The birth of a local political party in Aceh brought considerable influence large in the control of seats in the parliament in Aceh in its first participation in the 2009 legislative elections. However, his presence continues to experience According to him, the decline was in line with the number of votes in the next legislative election. This study aims to measure the existence of local political parties in Aceh in terms of 2009-2019 legislative elections. The research method uses the method qualitative descriptive with research focus on legislative elections at the provincial level Aceh in 2009-2019. The data collection techniques used are: interviews and documentation studies. The results showed that the existence of the party Aceh's local politics continues to decline as the number of votes and local political party seats in the 2014 and 2019 legislative elections when compared to the 2009 legislative elections. The decline in the existence of parties local politics in Aceh is measured from the concept of systemic degree, value identity, degree of autonomy and public knowledge

Abstract

Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

Abstract

This article departs from the weak commitment of the Riau Province Government in handling forest fires. Law Number 23 in 2014 stated that the forestry affairs has transferred from regencies/cities to provinces. In that sense, the Riau Province Government should be followed by budget support for fire forest prevention programs. In fact, the budget policies of the Riau Province Government have not shown maximum results for forest fire prevention programs. The research method used a qualitative with case study approach. We used several data collection techniques such as in-depth interviews, observation, documentation and focus group discussions. The findings show that policymakers are alienated from their obligation to prioritize forest fire issues in budgeting. Powerlessness and meaninglessness clearly injure the trust of the public, which often feels suffering when forest fires occur. In the future, it is necessary to make various strategies, including environmental-based budget planning and increasing public participation in monitoring budget planning.

Abstract

The facilitation in the implementation of the Ground Coffee Home Food Industry (IRTP) certification policy by Tanah Datar District has not been optimal. This situation is counterproductive, with Nagari Koto Tuo being listed as one of the largest producers of ground coffee in Tanah Datar Regency. Nearly 75% of the Nagari Koto Tuo people live from processing coffee from generation to generation for more than two generations. A total of 160 Ground Coffee IRTPs with 177 coffee trademarks are registered in Nagari Koto Tuo, ironically only 14 have SPP-IRT. The policy issued by BPOM RI No. 22/2018 for the ease of providing the Home Industry Food Production Certificate (SPP-IRT) has not been able to respond in policy by the Regency Governments. The Nagari Koto Tuo government is also limited in advocating for Ground Coffee IRTP. And, since the launch of the Village Fund, there have not been many programs/and budgets allocated related to this Nagari, coupled with the existence of Nagari Owned Enterprises (BUMNag), which do not have a core business according to the village potential, namely coffee. Research using qualitative methods with a case study approach to collaborative governance was conducted by identifying the involvement of actors and policies in providing IRTP for Ground Coffee. The collaborative governance model removes the barriers of actors related to synergy and policies that have been blocked in their respective powers and duties and their respective functions that nullify the society's potential. Collaboration between actors has proven to be an important element in the success of providing SPP-IRTP for Ground Coffee by optimizing socio-economic capital in village development. This is where the obstacles that occur that cause a lack of IRT-P.

Abstract

Nomads in West Sumatra have a very big share in the development of the village, one of which is Sulit Air, which has quite a several Nomads and has a nomadic organization called Sulit Air Sepakat (SAS) so that it becomes one of the overseas assisted villages that must collaborate with nomads in the social, cultural and economic fields. It turns out that the implementation of cooperation has not yet been realized. There are problems such as coordination between parties collaborating with local governments and commitments from collaborating parties the purpose of this research is to describe the implementation of cooperation between the Nagari government and migrants in the development of Nagari Sulit Air in Solok Regency. This research uses the descriptive qualitative method. Data collection techniques using interviews and documentation. The result shows that the implementation of the cooperation has not been implemented as a whole. In the initiation process, the collaboration has been carried out well, starting from the beginning of the collaboration to the actors involved and the relationships between actors. Areas of cooperation are also carried out well with the submission of work plans but the areas that are cooperated have not been developed. There is nobody for organizing cooperation that is authorized to carry out this cooperation. The responsibility of the cooperation parties is still high but the commitment between the parties is reduced, one of which is due to the difficulty in resolving land acquisition problems.

Abstract

After the enactment of the Village Law which is full of various new policies, it also has implications for the Village Consultative Body (BPD) with changes in the position, duties, functions and authority of the BPD. One of them is the issuance of Permendagri No. 110/2016 concerning BPD, and most recently in the context of West Sumatra the issuance of the Regional Regulation of West Sumatra Province No 7/2018 concerning Nagari. This Perda is claimed to be the first indigenous village regulation in Indonesia that wants to show the existence of Nagari "Asli" vis a vis with the implementation of modern village government in the implementation of public services. On the other hand, the weak role and function of BPD in running village government still occurs, including Nagari Sumanik. This dedication activity was to provide an understanding of the shifting position of BPRN; increase the understanding of BPRN members regarding their roles, functions, duties and authorities; and strengthening the role of BPRN in supporting the administration of the nagari government. The method of implementing community service included 3 (three) stages, namely; 1) Preparation; 2) Implementation; and, 3) Program evaluation or reflection on activities. Not all Regencies / Cities have responded to the policies of the Nagari Government in West Sumatra, including the Tanah Datar District, so this service activity is important for BPRN Sumanik, where not all members have a government background in strengthening their capacity to carry out their duties and functions and anticipate changes in policy.
