<![CDATA[Media development in each subject is different, because each lesson has a characteristic and different learning objectives. Based on the differences in these characteristics, preferably in developing the media, referring to the teaching approaches used. One approach to learning that is being developed at this time, which is assumed the student-centered scientific approach. In this study using the methods of research and development (R & D) were conducted with six stages: preliminary studies, product planning, product development, validation, testing, and refinement. The manufacturing is done for three meetings: the first meeting of load on the development of Indonesia, the second meeting of load on the development of the province and the third meeting of load on the development of marine areas.
