Abstract

ABSTRAK Latar Belakang: Antenatal Care Terpadu (ANC) adalah pelayanan kesehatan pada ibu hamil selama kehamilan yang dilakukan secara komprehensif dan berkualitas. Berdasarkan Permenkes Nomor 21 Tahun 2021, ibu hamil diharapkan mendapat pelayanan ANC minimal 6 kali (1 kali trimester 1, 2 kali di trimester 2, dan 3 kali di trimester 3). Standar pelayanan Antenatal Care (ANC) dapat dinilai berdasarkan indikator capaian K1 (kunjungan pertama ibu hamil) dan K6 (kunjungan ibu hamil minimal 6 kali). Tahun 2023 tercatat bahwa diantara 8 Puskesmas di Kota Parepare, Puskesmas Lakessi memiliki capaian K1 dan K6 tertinggi yaitu K1 sebesar 102,3% dan K6 sebesar 94,48% sedangkan Puskesmas Cempae memiliki capaian K1 dan K6 terendah yaitu K1 sebesar 75,2% dan K6 sebesar 14,75%.  Tujuan: Untuk menganalisis implementasi program pelayanan Antenatal Care Terpadu berdasarkan faktor input, proses, dan ouput di Kota Parepare dengan sampel Puskesmas Lakessi dan Puskesmas Cempae.  Metode: Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan analisis konten. Hasil: Dari segi faktor input tentang kebijakan dan SOP, SDM, sarana dan prasarana, dana sudah memadai, sedangkan faktor proses tentang pendataan, pelayanan 10T, pencatatan dan pelaporan telah dilakukan sesuai standar meskipun masih kurang maksimalnya pendataan sasaran ibu hamil terutama di wilayah kerja Puskesmas Cempae akibat mobilisasi masyarakat dan rendahnya kesadaran ibu hamil untuk memeriksakan kehamilan sehingga output untuk capaian K1 dan K6 di Puskesmas Cempae belum mencapai target. Kesimpulan: Faktor input dan proses sudah memenuhi standar pada kedua puskesmas, namun masih kurang maksimalnya petugas dan mobilisasi serta kesadaran ibu hamil kurang di Puskesmas Cempae sehingga output belum tercapai.   ABSTRACT Background: Integrated Antenatal Care (ANC) is a health service for pregnant women during pregnancy that is carried out comprehensively and with quality. Based on Minister of Health Regulation Number 21 of 2021, pregnant women are expected to receive ANC services at least 6 times (1 time in trimester 1, 2 times in trimester 2, and 3 times in trimester 3). Antenatal Care (ANC) service standards can be assessed based on the achievement indicators K1 (first visit of pregnant women) and K6 (minimum 6 visits of pregnant women). In 2023, it was recorded that among the 8 Health Centers in Parepare City, Lakessi Health Center had the highest K1 and K6 achievements, namely K1 of 102.3% and K6 of 94.48%, while Cempae Health Center had the lowest K1 and K6 achievements, namely K1 of 75.2% and K6 of 14.75%.  Objective: To analyze the implementation of the Integrated Antenatal Care service program based on input, process, and output factors in Parepare City with samples of Lakessi Health Center and Cempae Health Center. Method: This type of research is qualitative research with a content analysis approach. Results: In terms of input factors regarding policies and SOPs, human resources, facilities and infrastructure, funds are adequate, while process factors regarding data collection, 10T services, recording and reporting have been carried out according to standards, although the data collection of pregnant women targets is still less than optimal, especially in the Cempae Health Center work area due to community mobilization and low awareness of pregnant women to check their pregnancies so that the output for K1 and K6 achievements at the Cempae Health Center has not reached the target. Conclusion: The input and process factors have met the standards in both health centers, but the officers are still less than optimal and the mobilization and awareness of pregnant women are lacking in the Cempae Health Center so that the output has not been achieved.
