COLLABORATIVE GOVERNANCE MELALUI PROGRAM GENERASI BERENCANA DALAM MENCEGAH TIGA RESIKO ANCAMAN DASAR KESEHATAN REPRODUKSI REMAJA: (STUDI PADA YAYASAN PERGURUAN HARAPAN MANDIRI MEDAN)

Generasi Berencana (GenRe) adalah program yang dikelola oleh Dinas P3APMP2KB dengan fokus pada kesehatan reproduksi remaja di tingkat SMA dan setara di Kota Medan. Program ini adalah hasil kolaborasi antara pemerintah Kota Medan dan sekolah-sekolah setempat, bertujuan untuk memberikan sosialisasi, edukasi, dan fasilitasi terkait Tiga Resiko Ancaman Dasar Kesehatan Reproduksi Remaja (TRIAD KRR). Penelitian ini bertujuan untuk mengevaluasi efektivitas kolaborasi dalam mencegah TRIAD KRR melalui program GenRe di Kota Medan. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara, observasi, dokumentasi, dan studi pustaka, serta dianalisis menggunakan indikator collaborative governance dari Ansell dan Gash (2007): kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, dan proses kolaborasi. Hasil penelitian ini menunjukan dalam proses collaborative governance yang dimulai pada kondisi awal, sosialisasi program pada pihak SMA, komitmen yang diberikan kedua pihak dengan adanya perencaan pembuatan SK sebagai pendukung. Desain kelembagaan efektif dengan penyaluran SDM yang jelas dan forum dengan prosedur teratur. Kepemimpinan fasilitatif terlihat dari pembinaan dan pengawasan berkala. Proses kolaborasi berjalan baik melalui diskusi dan laporan kegiatan. Namun, tantangan utama adalah keterbatasan dana dan masalah koordinasi antara dinas dan sekolah. The Generasi Berencana (GenRe) program is managed by the Dinas P3APMP2KB with a focus on adolescent reproductive health at the high school level in Medan City. This program is a result of collaboration between the Medan City government and local schools, aiming to provide socialization, education, and facilitation related to the Three Basic Risks of Adolescent Reproductive Health (TRIAD KRR). The objective of this research is to evaluate the effectiveness of collaboration in preventing TRIAD KRR through the GenRe program in Medan City. The research method used is qualitative with a descriptive approach. Data were collected through interviews, observations, documentation, and literature review, and analyzed using the collaborative governance indicators from Ansell and Gash (2007): initial conditions, institutional design, facilitative leadership, and collaboration processes. The research findings indicate that the collaborative governance process begins with initial conditions, including program socialization at the high school level and the commitment from both parties supported by the creation of an SK (decree). Institutional design is effective with clear human resource allocation and a forum with established procedures. Facilitative leadership is evident through regular guidance and supervision. The collaboration process is effective, supported by discussions and activity reports. However, the main challenges are funding limitations and coordination issues between the agency and schools.
