This research analyzes the influence of transformational leadership, personality, and organizational culture on Organizational Citizenship Behavior (OCB) among civil servant teachers in Public Elementary Schools in Kramat Jati, East Jakarta. OCB plays a vital role in enhancing organizational effectiveness, yet there are research gaps regarding its influencing factors in educational settings. This study aims to analyze the direct influence of transformational leadership and personality on OCB, as well as the mediating role of organizational culture. Using an explanatory quantitative approach, data were collected through questionnaires from 182 civil servant teachers selected by proportionate stratified random sampling. Data analysis employed Structural Equation Modeling-Partial Least Square (SEM-PLS). Results indicate that transformational leadership has a significant positive effect on OCB (0.270) and organizational culture (0.493). Personality significantly affects OCB (0.362) and organizational culture (0.448). Organizational culture significantly influences OCB (0.364) and mediates the influence of transformational leadership (0.179) and personality (0.163) on OCB. The study concludes that developing transformational leadership, positive personality traits, and a strong organizational culture should be prioritized to enhance teachers' OCB, ultimately contributing to improved educational quality in elementary schools.
