Besut is the main character of the Besutan arts, which was made by the Jombang Regency Government as a cultural icon. The naming of Besut is taken from the Javanese acronym 'mbeto maksut' which means 'bring the meaning'. In connection with that, this study aims to identify the 'intent' based on symbolic meaning of the existence Besut character using Peirce's semiotic theory, to reveal the expression of the value of religiosity and nationalism as a reflection of the ijo-abang character of the Jombang people. That way, the background of the symbolization of Besut figures as cultural icons can be identified. This research uses a qualitative method based on descriptive interpretive, with the main data in the form of speech (words), movements and gestures, along iwth costumes of Besut figures, which contain religious-nationalist values. The results of data analysis show that the symbolization of the Besut figure as a cultural icon of Jombang, is based on the meaning of signs that reflect the character of the ijo-abang, namely from the dimensions of religiosity values; (1) Religious belief, (2) Religious felling, along with (3) Religious effect, and aspects of nationalist values; (1) love for the homeland, (2) unity and intergrity, along with (3) courage and responsibility.
