Abstract

The purpose of this research is to find out how the women’s empowerment and protection program through LBH Bali WCC is implemented from the perspective of a collaborative governance process. The type of research used is qualitative with descriptive methods. The findings of this research were analyzed using the collaborative process theory (Ansel and Gash, 2008), which consists of face to face dialogue, trust building, commitment to process, shared understanding and intermediate outcomes. The collaboration process between the government, private sector, academics, NGOs and the mass media has been running quite well, but there are shortcomings which make the implementation less than optimal, namely about no scheduled-binding meetings and there is no joint work agreement between all parties, but only an MoU on each program implementation. Through this analysis, two indicators shows that the collaboration process that exists between LBH Bali WCC and other parties is not optimal, from the five indicators. Nevertheless, the results obtained from the implementation of this collaborative process show a positive impact on society and the prevention of violence against women. The recommendation that can be given is to form a joint MoU as soon as possible and maximize the expansion of the role of the paralegal community formed by LBH Bali WCC collectively. So that collaborative actions are more structured and expand reach to lower levels of society who do not receive special attention. Penelitian ini bertujuan untuk mengetahui bagaimana perwujudan program pemberdayaan dan perlindungan perempuan melalui LBH Bali WCC dalam perspektif proses collaborative governance. Jenis penelitian yang digunakan adalah kualitatif dengan metode deskriptif. Hasil temuan penelitian ini dianalisis menggunakan teori proses collaborative governance (Ansel dan Gash, 2008) yang terdiri dari indikator face to face dialogue, trust building, commitment to process, shared understanding dan intermediate outcomes. Proses kolaborasi antara pemerintah, swasta, akademisi, organisasi masyarakat dan media massa yang terlaksana sudah berjalan dengan cukup baik, namun terdapat kekurangan yang membuat pelaksanaannya menjadi kurang optimal yaitu belum adanya pertemuan yang terjadwal dan mengikat serta belum terdapat perjanjian kerja bersama antara semua pihak yang berkolaborasi melainkan hanya MoU per-pelaksanaan program. Melalui analisis tersebut, dari dua indikator, menunjukkan kurang optimalnya proses kolaborasi yang terjalin antara pihak LBH Bali WCC dengan pihak-pihak lainnya, dari lima indikator yang digunakan. Kendati demikian, hasil yang diperoleh pelaksanaan proses kolaborasi ini menunjukkan dampak yang positif terhadap masyarakat dan pencegahan tindak kekerasan terhadap perempuan. Adapun rekomendasi yang dapat diberikan adalah pembentukan MoU bersama sesegera mungkin dan memaksimalkan perluasan peran dari komunitas paralegal bentukan LBH Bali WCC secara kolektif. Supaya tindakan kolaborasi lebih terstruktur dan memperluas jangkauan kepada masyarakat bawah yang kurang mendapat perhatian yang khusus.
