To make progress in school education, primary school students must be able to master literacy, which is a very important component of literacy. However, students in primary schools still seem to face problems in reading, spelling and writing quickly due to not recognizing letters, among other things. The Indonesian state should prioritize literacy issues. This is because Indonesia's competitiveness is less competitive than other countries in recent decades. Indonesia's literacy culture is in crisis. This study aims to: 1) describe what are the internal factors causing the low literacy skills of grade III students of SDN 10 Singkawang; 2) describe what are the external factors causing the low literacy skills of grade III students of SDN 10 Singkawang. This type of qualitative research with descriptive method is describing the problems found in the field directly in accordance with the facts or what happens in the field, researchers also make observations or observations, as well as interviews of objects or subjects in the study. The results showed that: 1) internal factors causing the low literacy skills of students are; student intelligence, low student interest, low student motivation. 2) external factors causing students' low literacy skills are: lack of parental support, negative influence of smartphones, facilities and infrastructure.
