<![CDATA[Strengthening tourism governance (good tourism governance) is a strategic approach in encouraging the development of sustainable and participatory local tourism. This study aims to analyze the role of local governments and local actors in implementing the principles of good governance, participation, accountability, transparency, and effectiveness in the development of the Pasundan Mini Ranch Sapi tourist attraction in Ciamis Regency. The research method used is qualitative descriptive with data collection techniques through observation, interviews, and documentation studies. The results of the study indicate that strengthening human resources (HR) is a key aspect in the tourism management strategy, supported by collaboration between local governments, BUMDes, and local communities. Although there are limitations in digital promotion and service capacity, training initiatives and service innovations have encouraged the creation of more adaptive and inclusive governance. This study recommends the need for a local-based tourism HR strengthening policy that is integrated with the regional development planning system.]]>
