This study examines change management within the Karang Taruna youth organization in its efforts to develop community-based social entrepreneurship programs. Using a descriptive qualitative approach, the research reveals that the transformation process is carried out in stages through participatory planning, collaborative implementation, and continuous evaluation. The changes occur not only at the program level but also affect the organizational structure and culture, enabling Karang Taruna to evolve from a mere social community into an agent of economic empowerment.
