Social Studies (IPS) at the Elementary School level has an important role in shaping the character and social understanding of students. This study aims to explain the nature, objectives, philosophical foundations, urgency, and dimensions of IPS learning. The method used is a literature review by analyzing various sources of theory and previous research results. IPS as a field of study is an integration of various social science disciplines such as geography, history, economics, and sociology. IPS learning in elementary schools does not only focus on cognitive knowledge, but also instills moral values, social attitudes, and critical thinking skills. Ontological, epistemological, and axiological foundations are the basis for developing learning materials and approaches that are in accordance with student characteristics. The dimensions of IPS learning include knowledge, skills, attitudes, and actions that aim to shape students into active, tolerant, and responsible citizens.
