The aim of this research is to analyze and evaluate the effectiveness of the implementation of territorial patrols by the land and spatial planning work creation department in controlling buildings without permits in the Cilandak sub-district, South Jakarta Administrative City. This research uses descriptive qualitative methods. The results of the research are that the implementation of territorial patrols by the land and spatial planning work creation sub-department in controlling buildings without permits in the Cilandak sub-district, South Jakarta Administrative City has not been carried out effectively because the objectives have not been realized because several buildings without permits are still found that remain standing and there has been no enforcement action, The response of patrol officers is quite long in processing and handling reports related to the community, the frequencyofterritorialpatrolactivitiesisrarelycarriedoutandseems passive, and the community is less satisfied with the results of territorial patrol activities and considers officers to be less fair and firm in their actions. building control.
