<![CDATA[Abstrak Salah satu upayah mengatasi Laju Deforestasi adalah membentuk Kesatuan Pengelolahan Hutan (KPH) sebagai institusi pengelolahan kawasan hutan ditingkat tapak. KPH Rongkong merupakan KPH Model Dinas lingkungan hidup dan kehutanan yang di bangun Provinsi Sulawesi Selatan Kab. Luwu Utara pada tahun 1999 dan memiliki tingkat Deforestasi paling tinggi diantara 7 KPH model lainya.Penelitian ini bertujuan untuk mengetahui kondisi atau laju Deforestasi sebelum dan sesudah KPH dibentuk serta mengkaji factor-faktor yang mempengaruhi dan strategi yang digunakan KPH dalam mengatasi Deforestasi. Metode ini yang digunakan adalah metode kombinasi antara kuantitafi dan kualitatif dengan analisi deskripsi. Hasil penelitian ini menunjukan bahwa Deforestasi di KPH rongkong mengalami penurunan perubahan tutupan dari hutan ke pertanian. Faktor-faktor yang mempengaruhi implementasi KPH rongkong dalam mengatasi Deforestasi antara lain factor komunikasi, disposisi, struktur birokrasi, partisipasi masyarakat, dan kebijakan. KPH sudah banyak berperan dalam upayah mengatasi laju Deforestasi, dimana jika tidak ada KPH diindikasikan angka deforestasi akan lebih besar dari saat ini. Kata Kunci: Analisis Kebijakan, Deforestasi, Penyuluhan Hukum Abstract One effort to address the rate of deforestation is the establishment of a Forest Management Unit (FMU) as a forest management institution at the site level. The Rongkong FMU is a model FMU established by the Environment and Forestry Service in North Luwu Regency, South Sulawesi Province, in 1999. It has the highest deforestation rate among the seven other model FMUs. This study aims to determine the condition or rate of deforestation before and after the FMU was established, as well as to examine the influencing factors and strategies used by the FMU to address deforestation. The method used is a combination of quantitative and qualitative methods with descriptive analysis. The results of this study indicate that deforestation in the Rongkong FMU has decreased due to changes in forest cover to agriculture. Factors influencing the implementation of the Rongkong FMU in addressing deforestation include communication, disposition, bureaucratic structure, community participation, and policy. The FMU has played a significant role in efforts to address the rate of deforestation; without the FMU, deforestation rates would likely be higher than they are today.
