The problem of this research is that the teaching materials used so far have not been optimal, resulting in a low understanding of the concept of recognizing animal life cycles in deaf students of class XI SMALB which affects the effectiveness of natural science learning. This study aims to determine the process of developing teaching materials designed to improve understanding of animal life cycles in deaf students. The type of research used in this study is R&D and uses the ADDIE method starting from analysis, design, development and only up to the implementation stage for the development of virtual reality-based animal life cycle teaching materials. Data collection techniques are simple qualitative and quantitative analysis techniques. The subjects used in this study include 3 validators, namely media experts, deaf children experts, material experts, educators, and deaf students of class IX SMALB totaling 3 people. The results of the study show that the validity assessment of the teaching materials by expert validators as a whole has achieved a scoring that meets the criteria of very valid with the statement that it does not need to be revised.
