The background of this study is the dominance of the use of printed teaching materials and conventional methods in Islamic Religious Education (PAI) learning at SMAN 1 Pangkep, so innovation is needed to increase student learning motivation. This study focuses on the development of valid, practical, and effective PAI teaching material products based on the XAMPP application for grade XII students. The method used is research and development (R&D) by adapting the Borg & Gall model through seven stages, including needs analysis, design, expert validation, and product trials. The results of the needs analysis showed a very high interest from students (84%) in application-based teaching materials. The main findings of this study indicate the feasibility of the product being developed. The results of the validation test by media experts (90%) and material experts (97%) stated that the product was "very valid", while the practicality test by PAI teachers (96.5%) stated that the product was "very practical". At its peak, the effectiveness test showed a significant increase in learning motivation, as evidenced by the N-gain score of 0.77, which is included in the "high" or effective category. Thus, it can be concluded that PAI teaching materials based on the XAMPP application are innovative learning media that have proven to be successful and effective in significantly increasing students' learning motivation. ABSTRAKLatar belakang penelitian ini adalah dominasi penggunaan bahan ajar cetak dan metode konvensional dalam pembelajaran Pendidikan Agama Islam (PAI) di SMAN 1 Pangkep, sehingga diperlukan inovasi untuk meningkatkan motivasi belajar siswa. Penelitian ini berfokus pada pengembangan produk bahan ajar PAI berbasis aplikasi XAMPP yang valid, praktis, dan efektif untuk siswa kelas XII. Metode yang digunakan adalah penelitian pengembangan (R&D) dengan mengadaptasi model Borg & Gall melalui tujuh tahapan, meliputi analisis kebutuhan, perancangan, validasi ahli, dan uji coba produk. Hasil analisis kebutuhan menunjukkan adanya minat yang sangat tinggi dari siswa (84%) terhadap bahan ajar berbasis aplikasi. Temuan utama dari penelitian ini menunjukkan kelayakan produk yang dikembangkan. Hasil uji validasi oleh ahli media (90%) dan ahli materi (97%) menyatakan produk "sangat valid", sementara uji kepraktisan oleh guru PAI (96,5%) menyatakan produk "sangat praktis". Puncaknya, uji efektivitas menunjukkan peningkatan motivasi belajar yang signifikan, dibuktikan dengan perolehan N-gain score sebesar 0,77, yang masuk dalam kategori "tinggi" atau efektif. Dengan demikian, dapat disimpulkan bahwa bahan ajar PAI berbasis aplikasi XAMPP merupakan media pembelajaran inovatif yang terbukti berhasil dan efektif untuk meningkatkan motivasi belajar siswa secara signifikan.
