Bullying in the school environment is a serious issue that threatens the well-being of students in the City of Lubuklinggau, prompting the establishment of anti-bullying policies in schools. This research aims to identify and analyze the factors influencing the formulation of such policies. By adopting a descriptive qualitative approach, data were collected through participatory observation, document analysis, and in-depth interviews with relevant stakeholders. The findings indicate that the primary determinants in policy formulation are political will and strong synergy among three main institutions: the Department of Education as the initiator and initial draft writer, the Regional House of Representatives (DPRD) in discussion and legislation, and the Mayor in directing and facilitating inter-agency coordination. This collaboration creates a solid foundation for developing comprehensive policies that are responsive to community needs and aligned with the regional development vision. This research contributes to a deeper understanding of the dynamics of educational policy formulation at the regional level, particularly in addressing bullying issues.
