Penilaian kinerja merupakan proses penting yang membantu institusi dalam mengukur, mengevaluasi, dan merangking kinerja pegawai berdasarkan kriteria dan standar yang telah ditentukan. Di BNN Kabupaten Blitar, keberagaman jenis kepegawaian meliputi ASN, Polri, dan pegawai non ASN menyebabkan adanya perbedaan standar dalam pelaksanaan penilaian kinerja. Perbedaan ini menimbulkan permasalahan dalam menentukan evaluasi kinerja yang adil dan menyeluruh. Penelitian ini mengusulkan penerapan metode gabungan Analytical Hierarchy Process (AHP) dan Simple Additive Weighting (SAW) guna menghasilkan sistem penilaian yang lebih objektif. Metode AHP digunakan untuk menentukan bobot setiap kriteria, sementara metode SAW digunakan untuk menghitung nilai akhir kinerja pegawai. Sistem penilaian ini juga dikembangkan dalam bentuk aplikasi berbasis website dengan delapan kriteria penilaian. Hasil pengujian menunjukkan bahwa penerapan metode AHP dan SAW berhasil diterapkan dalam penilaian kinerja pegawai. Margin kesalahan nilai akhir tertinggi yang diperoleh sebesar 0,212%, masih berada di bawah ambang toleransi 1%, yang menunjukkan bahwa hasil penilaian mendekati referensi dan layak dijadikan acuan dalam sistem penilaian kinerja di lingkungan BNN Kabupaten Blitar. ABSTRACT Performance appraisal is a fundamental process that enables institutions to measure, evaluate, and rank employee performance based on predefined criteria and standards. BNN Kabupaten Blitar, the presence of various employment categories ASN, Polri, and Non-ASN has led to the implementation of differing performance evaluation standards. This diversity poses challenges in establishing a unified and equitable assessment of overall employee performance. To address this issue, this study proposes the integration of the Analytical Hierarchy Process (AHP) and Simple Additive Weighting (SAW) methods to develop an objective and consistent performance appraisal system. The AHP method is utilized to determine the weights of each evaluation criterion, while the SAW method is employed to calculate the final performance scores. The system is developed as a web-based and using eight performance criteria. The evaluation results demonstrate that the application of the AHP and SAW methods was successfully implemented, with a maximum margin of error in the final score recorded at 0.212%. This margin remains below the acceptable threshold of 1%, indicating that the results closely align with reference values and validating the system’s feasibility for use in performance assessment at BNN Kabupaten Blitar.
