<![CDATA[ABSTRACT The Covid-19 pandemic has an impact on all sectors, including public service affairs in the land sector. As a matter of the public sector, the land office must continue to serve the community, on the other hand, the concerns about getting the Covid-19 virus are still high. Therefore, there must be a new way of working. The issuance of Ministerial Regulation for ATR / BPN Number 1 of 2021 can be interpreted as an effort to respond to the Covid-19 disaster as well as trying to increase the ease of doing business index. However, this policy must also be seen from the land law system in Indonesia. This study uses a normative juridical method. The results of this study indicate that: (a) the existence of the Ministerial Regulation of ATR / BPN Number 1 of 2021 is following the land law system in Indonesia and (b) This electronic certificate policy is in accordance with the 2021 RKP, which is to increase the ease of doing business index and trying to minimize the spreading of Covid-19 disease. Sebagai urusan di bidang publik, kantor pertanahan harus tetap melayani masyarakat, di sisi lain kekhawatiran akan tertularnya virus Covid-19 juga masih tinggi. Oleh karena itu, harus ada cara yang baru dalam dalam bekerja. Keluarnya Peraturan Menteri ATR/BPN Nomor 1 Tahun 2021 dapat dimaknai sebagai upaya untuk menanggapi bencana Covid-19 sekaligus berusaha menaikkan indeks kemudahan berusaha. Namun kebijakan tersebut harus dilihat juga dari sistem hukum pertanahan di Indonesia. Penelitian ini menggunakan metode yuridis normatif. Hasil penelitian ini menunjukkan bahwa: (a) keberadaan Peraturan Menteri ATR/BPN Nomor 1 Tahun 2021 telah sesuai dengan sistem hukum pertanahan di Indonesia dan (b) kebijakan sertipikat elektronik ini telah sesuai dengan RKP Tahun 2021, yaitu untuk menaikkan indeks kemudahan berusaha sekaligus meminimalisir penyebaran Covid-19.
