<![CDATA[This study developed a digital learning medium based on Google Sites to improve Civic Education learning in grade V elementary schools. The research aimed to produce a valid, practical, and effective medium for the topic “Norms in My Life.” Using the ADDIE development model, the study involved analysis, design, development, implementation, and evaluation stages. Participants were grade V students and teachers from three public elementary schools in Padang. Instruments included expert validation sheets, practicality questionnaires, and pretest–posttest assessments. Data were analyzed using percentages and N-Gain scores. Results showed that expert validation reached 93.89% (very valid), teacher practicality 99.17% (very practical), and student practicality 87.82% (very practical). Effectiveness testing indicated a significant improvement in learning outcomes, with the average pretest score of 78.9 increasing to 96.6 in the posttest, and an N-Gain score of 0.90 in the high category. These findings confirm that Google Sites-based media effectively supports interactive and contextual Civic Education learning in elementary schools.]]>
