Community participation does not only involve the community in making decisions in every development program, but the community is also involved in identifying problems and potentials that exist in the community. The research method used is a descriptive qualitative approach. Research location in Buleleng Regency. Data collection techniques are carried out through observation, interviews and documentation. The results showed that government supervision in strengthening community participation for program effectiveness and the use of village funds in Buleleng Regency has shown an integrated, effective and efficient supervision effort, by empowering functional supervisory officers in the regions, and providing guidance to villages for the implementation of information disclosure in the village. Increasing the role of the Village Fund Task Force to control and supervise the use of village funds. In addition, strengthening the competence of assistants is also carried out to strengthen the capacity of village officials in planning, budgeting, implementing and preparing the Village Fund accountability report. However, government supervision in strengthening community participation in Buleleng Regency still needs to be improved so that all elements of society in the village get the opportunity in the village development process through the use of the Village Fund.
