This paper uses a qualitative approach (literature) on the experience of the New Order government in managing the national economy to find the link in the economic development policy chain and the state revenue and expenditure budget management policy after the Old Order era. The formulation of the problems in this paper are (1) what policies the New Order government pursued in restoring the national economy, (2) what development concepts were used in carrying out national economic development, and (3) how was APBN management carried out? This paper aims: 1) to determine the policies pursued by the New Order government in restoring the national economy, 2) to find out what development concepts are applied in carrying out national economic development, and 3) to find out how APBN management is carried out. Using a variety of literature, this paper finds that in order to restore the national economy, the New Order government took steps to communicate with Western creditors, including the US, the IMF and the World Bank, aimed at rescheduling maturing debts and obtaining new loans. After the commitment was built with the IGGI, the government developed a growth-oriented economic development with a trickle-down effect approach and a balanced and dynamic APBN policy. This policy has succeeded in increasing economic growth by an average of 7-8 percent, and reducing poverty to only 13 percent or 25 million people. Apart from increasing per capita income to US $ 500, this high economic growth has also caused deep inequality by placing the ethnic Chinese minority at the top of the national economic pyramid.
