<![CDATA[Abstract The distribution of alcoholic beverages without excise stamps in Pontianak City remains a real problem. Enforcement actions in 2020-2024 show an increase in cases, resulting in state losses and public health risks due to illegal products. This study aims to analyze the implementation of criminal law enforcement at the investigation level by Civil Servant Investigators from the West Kalimantan Regional Office of the Directorate General of Customs and Excise in coordination with Investigators from the Special Criminal Investigation Directorate of the West Kalimantan Regional Police, as well as to identify steps to optimize the prosecution of perpetrators of the distribution of alcoholic beverages without excise stamps in the city of Pontianak. This study uses a normative-empirical method with descriptive qualitative analysis through interviews, field observations, and literature studies. The results of the study show that the investigation was in accordance with the Director General of Customs and Excise Regulation Number PER-12/BC/2024, but still faced obstacles due to several factors, namely legal factors, law enforcement, facilities and infrastructure, society, and culture, which hindered the optimization of law enforcement at the field investigation level. Penindakan pada tahun 2020-2024 menunjukkan peningkatan kasus, mengakibatkan kerugian negara dan risiko kesehatan masyarakat akibat produk ilegal. Penelitian ini bertujuan menganalisis pelaksanaan penegakan hukum pidana pada tingkat penyidikan oleh Penyidik Pegawai Negeri Sipil Kantor Wilayah Direktorat Jenderal Bea dan Cukai Kalimantan Bagian Barat yang berkoordinasi dengan Penyidik Direktorat Reserse Kriminal Khusus Kepolisian Daerah Kalimantan Barat, serta mengidentifikasi langkah optimalisasi terhadap pelaku peredaran minuman beralkohol tanpa pita cukai di Kota Pontianak. Penelitian ini menggunakan metode normatif-empiris dengan analisis kualitatif deskriptif melalui wawancara, observasi lapangan, dan studi pustaka. Hasil penelitian menunjukkan penyidikan telah sesuai Peraturan Direktur Jenderal Bea dan Cukai Nomor PER-12/BC/2024, namun masih dihadapkan pada kendala dikarenakan beberapa faktor, yaitu faktor hukum, penegak hukum, sarana dan fasilitas, masyarakat, dan budaya yang menghambat optimalisasi penegakan hukum pada tingkat penyidikan di lapangan.
