Pengukuran Kinerja Gudang Bahan Baku Industri Semen Menggunakan Frazelle Model dan Best–Worst Method

Abstract

Gudang bahan baku memiliki peran strategis dalam industri semen karena kinerjanya berpengaruh langsung terhadap kelancaran proses produksi. Berbeda dengan pendekatan evaluasi konvensional yang sering kali parsial, penelitian ini menawarkan kontribusi ilmiah melalui integrasi Frazelle Model untuk pemetaan proses end-to-end dan Best–Worst Method (BWM) untuk menghasilkan pembobotan prioritas yang lebih konsisten dan minim bias. Frazelle Model memetakan kinerja ke dalam lima proses utama (receiving, put-away, storage, order picking, shipping), sedangkan BWM menentukan bobot Key Performance Indicators (KPI). Hasil empiris menunjukkan ketimpangan kinerja yang signifikan antar proses: Order Picking mencatat kinerja tertinggi (skor 0,85), sedangkan Shipping teridentifikasi sebagai proses paling kritis dengan skor terendah (0,62) padahal memiliki bobot kepentingan tertinggi (0,35) dalam struktur prioritas. Temuan ini mengindikasikan bahwa aktivitas pengiriman adalah bottleneck utama yang sering terabaikan. Secara manajerial, penelitian ini merekomendasikan reorientasi strategi perbaikan yang tidak lagi menyebar rata, melainkan terfokus penuh pada standardisasi metode dan optimalisasi sumber daya di area pengiriman (shipping) untuk dampak peningkatan kinerja yang paling efektif.   Raw material warehouses play a strategic role in the cement industry, directly affecting production continuity and operational efficiency. Unlike conventional evaluations that are often partial, this study contributes to the literature by integrating the Frazelle Model for end-to-end process mapping with the Best–Worst Method (BWM) to ensure consistent and less biased priority weighting. The Frazelle Model structures performance into five main processes (receiving, put-away, storage, order picking, shipping), while BWM determines the relative weights of Key Performance Indicators (KPIs). Empirical results reveal significant performance disparities: Order Picking achieved the highest performance (score 0.85), whereas Shipping was identified as the most critical bottleneck with the lowest score (0.62) despite holding the highest importance weight (0.35). These findings indicate that shipping activities are the primary, often overlooked, critical constraint. Managerially, this study recommends shifting from generalized improvements to a targeted strategy focused on workflow standardization and resource optimization specifically within the shipping process for the most effective performance enhancement.
