Abstract

Banjir rob di wilayah pesisir Kota Bontang merupakan ancaman berulang yang berdampak pada keberlanjutan sosial dan ekonomi masyarakat pesisir Kota Bontang. Penelitian ini dilakukan untuk menganalisis tingkat kerentanan kawasan pesisir terhadap banjir rob menguji pengaruhnya terhadap pola adaptasi masyarakat, serta merumuskan strategi dan program adaptif untuk penanggulangan banjir yang efektif. Tingkat kerentanan kawasan pesisir diukur dengan metode Coastal Vulnerability Index (CVI) dengan parameter pasang surut rata-rata, tinggi gelombang, kemiringan pantai, perubahan garis pantai, geomorfologi dan ketinggian permukaan tanah yang diukur. Selanjutnya, pola adaptasi yang telah dilakukan masyarakat di enam kelurahan pesisir dianalisis melalui survei persepsi. Analisis ini juga menelaah pengaruh ketersediaan sarana dan infrastruktur terhadap tingkat adaptasi masyarakat. Penelitian ini sekaligus merumuskan strategi penanggulangan banjir rob secara komprehensif, berdasarkan integrasi analisis kerentanan fisik, pola adaptasi masyarakat, dan ketersediaan infrastruktur. Program strategis yang dihasilkan dirumuskan secara spesifik setiap kelurahan untuk memastikan implementasi yang tepat sasaran. Tidal flooding (known locally as banjir rob) in the coastal area of Bontang City represents a recurring threat that significantly impacts the socio-economic sustainability of the coastal community. This study was conducted to analyze the level of coastal vulnerability to tidal flooding, examine its influence on community adaptation patterns, and subsequently formulate effective strategies and programs for flood mitigation and adaptation. The coastal vulnerability level was measured using the Coastal Vulnerability Index (CVI) method, incorporating measured physical parameters such as mean tide range, wave height, shore slope, shoreline change, geomorphology, and ground surface elevation. Furthermore, existing community adaptation patterns across six coastal sub-districts were analyzed through a perception survey.. The research ultimately formulates a comprehensive tidal flood adaptation and mitigation strategy based on the integration of physical vulnerability analysis, community adaptation patterns, and tidal flood control infrastructure availability. The resulting strategic programs are designed specifically for each sub-district to ensure targeted and effective implementation.
