In Law Number 20 of 2023 concerning Civil Servants, it is stated that civil servants have an obligation to implement public policies. The LAN Head Decision Number 14/K.1/PDP.07/2022 is divided into two main components: the development of civil servants' character and the strengthening of technical competence in their field of work. At the Faculty of Tarbiyah and Teacher Training at UIN Ar-Raniry Banda Aceh, one of the objectives is to balance cognitive, affective, and psychomotor aspects. However, in practice, assessment of the affective domain is often not carried out optimally. Therefore, a systematic and measurable instrument is needed. The method used in the research is a qualitative descriptive method. Sampling was carried out using purposive sampling with 38 students from UIN Ar-Raniry Banda Aceh. The series of activities, starting from instrument development, socialization to students, implementation of actualization in group learning, and analysis of affective ability improvement, showed that the affective assessment instrument was able to measurably increase students' active participation.Keywords: Civil Servants; Active Participation; Affective Assessment Instruments
