This study employed a Mixed Methods approach with a Sequential Explanatory model to develop, implement, and measure the effectiveness of local wisdom-based Social Studies (IPS) teaching materials for 4th-grade students at SD Inpres Lolu, involving teachers as development partners. The needs analysis confirmed that both teachers and students required contextual and communicative teaching materials that reflect local cultural values, such as cooperation, to make learning more relevant to their socio-cultural environment. The development process was systematic, encompassing curriculum analysis, local wisdom identification, content integration, selection of digital media, and implementation via the Contextual Teaching and Learning (CTL) model, followed by validity tests. Quantitative findings from the t-test demonstrated that the materials are highly effective, leading to a significant 21.8% increase in reading, writing, and socio-cultural literacy skills, with an effectiveness rating of 94%. This result validates that the local wisdom-based materials positively improve students' learning outcomes, motivation, and social character. Teacher feedback indicated the materials were engaging, relevant, and easy to use, while students found the lessons exciting due to their connection to daily life. Although the study faced implementation obstacles, such as limited time and scarce written cultural sources, solutions were effectively implemented through teacher training, engaging cultural figures, and utilizing local digital media to support contextual learning.
