ABSTRAK Peraturan Daerah Kalimantan Barat Nomor 4 Tahun 2024 Tentang Fasilitasi Penyelenggaraan Pesantren menjadi dasar dan harapan yang kuat untuk perkembangan Pesantren diwiliyah Kalimantan Barat. melalui Penelitian ini akan dibahas bagaimana realisasi peraturan daerah ini dilapangan, khususnya yang terkait dengan Pembinaan dan Pemberdayaan Pesantren. Penelitian ini merupakan Penelitian Empiris dengan pendekatan kualitatif melalui wawancara langsung dengan Instansi terkait dan Pondok Pesantren sebagai sampel. Teori yang digunakan adalah Teori Efektivitas Hukum, Teori Good Governance, dan Teori Koordinasi. Hasil Penelitian membuktikan Bahwa Implementasi Peraturan Daerah Nomor 4 Tahun 2024 sudah dilaksanakan salah satunya dalam bentuk Pembinaan, namun belum merata keseluruh Pesantren di Kabupaten Kubu Raya, Faktor penghambat yang ditemukan yaitu isi dari Peraturan Daerah ini terutama yang berkaitan dengan Pembinaan dan Pemberdayaan yang masih belum jelas atau menggantung karena perangkat daerah terkait tidak disebutkan secara eksplisit. Selain itu, belum terbitnya Peraturan Pelaksana (Peraturan Gubernur) juga menjadi faktor pemghambat. Oleh karena itu, Peneliti merekomendasikan untuk Pemerintah Provinsi Agar memperjelas siapa yang dimaksud perangkat daerah sebagai penaggungjawab Peraturan Daerah ini, dan juga percepatan pembentukan Peraturan Pelaksana dari Peraturan Daerah ini. Mengingat tanpa Peraturan Pelaksana, Peraturan Daerah Kalimantan Barat Nomor 4 Tahun 2024 Tentang Fasilitasi Penyelenggaraan Pesantren belum bisa direalisasikan. Kata Kunci: Peraturan Daerah, Pondok Pesantren, Peraturan Pelaksana.   ABSTRACT West Kalimantan Regional Regulation Number 4 of 2024 concerning the Facilitation of the Implementation of Islamic Boarding Schools is a strong basis and hope for the development of Islamic Boarding Schools in the West Kalimantan region. Through this research, it will be discussed how the realization of this regional regulation in the field, especially those related to the Development and Empowerment of Islamic Boarding Schools. This research is an Empirical Research with a qualitative approach through direct interviews with related Agencies and Islamic Boarding Schools as samples. The theories used are the Theory of Legal Effectiveness, Theory of Good Governance, and Theory of Coordination. The results of the study prove that the Implementation of Regional Regulation Number 4 of 2024 has been implemented, one of which is in the form of Development, but it has not been evenly distributed across all Islamic Boarding Schools in Kubu Raya Regency. The inhibiting factors found are the contents of this Regional Regulation, especially those related to Development and Empowerment, which are still unclear or hanging because the relevant regional apparatus is not explicitly mentioned. In addition, the lack of issuance of the Implementing Regulation (Governor's Regulation) is also an inhibiting factor. Therefore, the researcher recommends that the Provincial Government clarify the regional apparatus responsible for this Regional Regulation and expedite the development of its Implementing Regulations. Without these Implementing Regulations, West Kalimantan Regional Regulation Number 4 of 2024 concerning the Facilitation of Islamic Boarding Schools (Pesantren) cannot be implemented.
