Abstract

ABSTRAK Pelabuhan perikanan memiliki peran strategis dalam mendukung operasional perikanan tangkap melalui penyediaan fasilitas, layanan perbekalan, dan sistem distribusi hasil tangkapan. Penelitian ini bertujuan menganalisis ketersediaan fasilitas, tingkat operasional, dan pola interaksi fungsional antara PPI Paotere dan PP Untia dalam sistem perikanan tangkap Kota Makassar. Pendekatan yang digunakan adalah deskriptif-komparatif dengan dukungan data kuantitatif dan analisis spasial. Data primer diperoleh melalui observasi 28 indikator fasilitas berdasarkan Permen KP No. 08/2012 dan survei terhadap 45 responden, sedangkan data sekunder meliputi statistik produksi, kunjungan kapal, serta perbekalan melaut. Tingkat operasional dinilai menggunakan lima indikator utama (BBM, air bersih, es, frekuensi kunjungan kapal, dan volume produksi) dengan sistem skoring komparatif, serta dianalisis spasial menggunakan ArcGIS untuk melihat konektivitas antar pelabuhan. Hasil penelitian menunjukkan bahwa PP Untia memiliki tingkat ketersediaan fasilitas lebih tinggi (84%) dibandingkan PPI Paotere (61%). Namun, PPI Paotere memiliki tingkat operasional lebih tinggi jauh melampaui PP Untia. Hal ini menunjukkan bahwa kelengkapan fasilitas tidak selalu sejalan dengan tingkat pemanfaatannya. Interaksi kedua pelabuhan bersifat komplementer, dengan Paotere sebagai pusat pendaratan utama dan Untia berpotensi sebagai pelabuhan perikanan penyangga. Integrasi fungsi, peningkatan aksebilitas, dan optimalisasi fasilitas pendukung diperlukan untuk meningkatkan efisiensi dan keberlanjutan sistem pelabuhan perikanan di Kota Makassar.Kata Kunci: Fasilitas; Interaksi fungsional; Operasional; Pelabuhan Perikanan ABSTRACTFishing ports play a strategic role in supporting capture fisheries operations through the provision of facilities, logistical services, and fish distribution systems. This study aims to analyze facility availability, operational performance, and the pattern of functional interaction between Paotere Fishing Port (PPI Paotere) and Untia Fishing Port (PP Untia) within the capture fisheries system of Makassar City. A descriptive-comparative approach supported by quantitative data and spatial analysis was employed. Primary data were obtained through observation of 28 facility indicators based on Indonesian Ministerial Regulation (Permen KP No. 08/2012) and a survey of 45 respondents, while secondary data included production statistics, vessel visits, and fishing supply volumes. Operational performance was assessed using five key indicators (fuel supply, freshwater, ice, vessel visit frequency, and production volume) through a comparative scoring system, and spatial analysis using ArcGIS was applied to examine connectivity between the two ports. The results indicate that PP Untia has a higher level of facility availability (84%) compared to PPI Paotere (61%). However, PPI Paotere demonstrates substantially higher operational performance, far exceeding that of PP Untia. These findings suggest that facility completeness does not necessarily correspond to higher utilization levels. The interaction between the two ports is complementary, with Paotere functioning as the primary landing center and Untia having the potential to serve as a supporting fishing port. Functional integration, improved accessibility, and optimization of supporting facilities are required to enhance efficiency and sustainability within Makassar’s fisheries port system.Keywords: Facilities; Functional interaction; Operational; Fishing port
