Abstrak Transformasi administrasi berbasis digital menempatkan arsip elektronik sebagai infrastruktur penting bagi kesinambungan layanan publik, tetapi pada saat yang sama memperbesar risiko kehilangan data ketika sistem terpusat terganggu, kompetensi operator belum merata, dan prosedur pemulihan belum mapan. Kondisi ini menjadi krusial pada Subbagian Tata Usaha Kantor Kementerian Agama Kota Binjai yang mengandalkan pengarsipan digital untuk tata persuratan dan dokumentasi administrasi. Penelitian ini bertujuan untuk menganalisis bentuk risiko kehilangan arsip digital, prosedur penanganan ketika sinkronisasi dengan aplikasi pusat mengalami kegagalan, serta strategi mitigasi yang diterapkan untuk menjamin keberlangsungan layanan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi, sedangkan analisis data dilakukan dengan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa risiko kehilangan arsip digital dipengaruhi oleh tiga faktor utama, yaitu ketidakstabilan sistem terpusat, keterbatasan literasi digital pegawai, dan minimnya pelatihan teknis yang terstruktur. Untuk merespons kondisi tersebut, instansi menerapkan mekanisme kerja manual sementara, alur komunikasi administratif dengan atasan dan unit kerja, serta pencadangan data berlapis melalui folder lokal, hard disk, dan Google Drive. Temuan ini menegaskan bahwa mitigasi risiko kehilangan arsip digital tidak cukup bertumpu pada aplikasi, tetapi harus didukung oleh kesiapan sumber daya manusia, prosedur kontinjensi, dan backup berkelanjutan untuk menjaga keamanan, integritas, dan ketersediaan arsip. This issue is particularly crucial in the Administrative Subdivision of the Ministry of Religious Affairs Office in Binjai City, where digital archiving supports correspondence management and administrative documentation. This study aims to analyze the forms of digital archive loss risk, the procedures applied when synchronization with the central application fails, and the mitigation strategies implemented to ensure service continuity. The study employed a descriptive qualitative approach using interviews, observation, and documentation, while the data were analyzed through the Miles and Huberman model. The findings reveal that the risk of digital archive loss is mainly influenced by three factors: instability of the centralized system, limited staff digital literacy, and the lack of structured technical training. In response, the institution applies temporary manual procedures, administrative communication with superiors and work units, and multi-layered backups through local folders, hard disks, and Google Drive. These findings confirm that mitigating the risk of digital archive loss cannot rely solely on the application system, but must also be supported by human resource readiness, contingency procedures, and sustainable backups to maintain the security, integrity, and availability of digital records.
