Krisis Kepercayaan pada Fenomena Kabur Aja Dulu Studi Resepsi Gen Z dalam Perspektif Komunikasi Krisis

Abstract

The “Kabur Aja Dulu” phenomenon reflects a growing trust crisis among Indonesian Gen Z toward the government, driven by social, economic, and political conditions that they perceive as failing to meet their expectations. This study aims to analyze Gen Z’s reception of the phenomenon and how they interpret it as a form of trust crisis using a communication perspective. Two theoretical frameworks are applied: Coombs’ Situational Crisis Communication Theory (SCCT) to examine attribution of government responsibility, and Stuart Hall’s Encoding/Decoding model to identify Gen Z’s reception positions. This research employs a descriptive, qualitative method through in-depth interviews with five Gen Z participants and one expert to validate the data. The findings indicate that Gen Z predominantly occupies dominant and negotiated positions, reflecting general acceptance of the phenomenon as an expression of dissatisfaction toward the government. Participants attribute significant responsibility to the government, reinforced by negative reputation, corruption cases, and defensive crisis communication. Many also view migration as a rational response to limited domestic opportunities and perceived inconsistencies in public policy. This study highlights that restoring public trust requires systemic reforms, transparency, and a more empathetic, consistent communication approach from the government that aligns with the expectations of younger generations.     Fenomena “Kabur Aja Dulu” mencerminkan meningkatnya krisis kepercayaan generasi muda terhadap pemerintah, terutama dalam konteks sosial, ekonomi, dan politik yang dianggap tidak memenuhi ekspektasi. Penelitian ini bertujuan menganalisis resepsi Gen Z terhadap fenomena tersebut serta memahami bagaimana Gen Z mengaitkannya dengan krisis kepercayaan dalam perspektif komunikasi krisis. Dua kerangka teori digunakan, yaitu Situational Crisis Communication Theory (SCCT) Coombs untuk melihat atribusi tanggung jawab pemerintah, dan teori Encoding/Decoding Stuart Hall untuk menelaah posisi resepsi Gen Z terhadap makna fenomena ini. Penelitian menggunakan metode kualitatif deskriptif melalui wawancara mendalam dengan lima narasumber Gen Z serta satu narasumber ahli sebagai validasi data. Hasil penelitian menunjukkan bahwa resepsi Gen Z berada pada posisi dominan dan negosiasi, menandakan penerimaan umum bahwa fenomena ini adalah bentuk ketidakpuasan terhadap pemerintah. Gen Z memberi atribusi tanggung jawab besar kepada pemerintah, diperburuk oleh reputasi negatif, kasus korupsi, dan komunikasi krisis yang dinilai defensif. Narasumber juga memandang migrasi sebagai pilihan rasional akibat keterbatasan peluang dan kualitas kebijakan dalam negeri. Studi ini menegaskan bahwa pemulihan kepercayaan publik mensyaratkan transparansi, perbaikan sistemik, serta komunikasi pemerintah yang lebih empatik, konsisten, dan responsif terhadap kebutuhan generasi muda.
