Low conceptual understanding of IPAS among elementary students is caused by limited learning media, conventional teaching methods, and insufficient integration of local culture. This study aims to develop a local culture–based learning application to improve students’ conceptual understanding. This study employs a Research and Development (R&D) approach using the ADDIE model, which consists of five stages Analysis, Design, Development, Implementation, and Evaluation. The learning application was developed by integrating Balinese local culture specifically the Subak system into the IPAS curriculum to make learning more contextual and meaningful. Data were collected through observations, interviews, questionnaires, tests, and documentation, then analyzed using both qualitative and quantitative descriptive techniques. The results indicate that the developed local culture-based IPAS learning application achieved a very high level of validity based on expert material and media assessments. Furthermore, it demonstrated a high level of practicality according to teacher and student feedback. The application proved effective in improving students' conceptual understanding hypothesis testing confirmed that the use of this media significantly impacts student learning outcomes. Consequently, the developed learning application is declared feasible as an innovative alternative to support contextual and meaningful learning in elementary schools.
