This study aims to analyze the quality of test items and describe teacher competency in learning assessment at Gunung Sari I Public Elementary School. The study employed a quantitative descriptive approach using Classical Test Theory (CTT). The research subjects consisted of 23 students and one teacher who developed the test items. Data were collected through tests, questionnaires, interviews, and documentation. The analysis focused on validity, reliability, difficulty index, discrimination power, and distractor effectiveness. The results indicate that the quality of test items is generally in a fairly good category, although several items still require revision. Teacher competency in learning assessment falls within the good to very good category, influenced by teaching experience, educational background, and professional training attended. Overall, item analysis and improvement of teacher competency need to be continuously conducted to produce more accurate and high-quality learning evaluations.
