This study aims to analyze the influence of career management and career planning on employee motivation, loyalty, and retention at the Regional Disaster Management Agency (BPBD) of Banten Province. The work environment of BPBD is characterized by high risks and heavy workloads, which necessitates an effective human resource (HR) management system to maintain employee quality and organizational sustainability. The research method employed is a qualitative descriptive approach by analyzing working conditions, career development systems, and their impacts on employees. The results indicate that meritocracy-based career management can enhance employee work motivation by providing career path certainty and competency development. Furthermore, clear career planning increases employee loyalty as it creates a sense of security and emotional attachment to the organization. Employee retention strategies can be implemented through non-financial rewards, strengthening training programs, and transparent career path mapping. Thus, career management and career planning have a significant impact on improving the quality of human resources at BPBD Banten Province.
