<![CDATA[Inclusive schooling is a strategic policy of the Ministry of Religious Affairs, intended as a step towards equitable access to education for students with disabilities and towards their empowerment in a conducive environment. As Islamic schools, madrasah are expected to accommodate the diverse needs of these students. Fieldwork for this study found that inclusive madrasah have not been implemented evenly across South Kalimantan. Of the province’s 11 districts and two cities, only one city had put the policy into practice, in 13 Madrasah Ibtidaiyah that had previously been designated as model inclusive madrasah. This pattern does not yet show a steady move towards inclusive practice, and discrimination in education remains unaddressed. The study is qualitative, using a case-study approach focused on the Provincial Office of the Ministry of Religious Affairs in South Kalimantan. Implementation began several years ago, after the central ministry issued the medium-term programme. The provincial office has since sent follow-up circulars to each institution as a step towards mapping madrasah on an inclusive basis, and has pursued improvements in madrasah quality through collaboration with special schools.]]>
