Implementation of Spatial Planning Policy in Palu City Post-Disaster in 2018: Analysis of Goggin's Theory with the Dimension of Capacity and Institutional Consistency

Abstract

This study analyzes the implementation of Spatial Planning policies in Palu City, Central Sulawesi Province. Data were collected through interviews, observations, and documentation involving government officials, legislators, and community representatives. Data were analyzed using Miles, Huberman, and Saldana's interactive model with source and theoretical triangulation, within Goggin's policy implementation framework. The results show that a misunderstanding exists between the Spatial Planning Office and the Palu City Environment Agency in interpreting Green Open Space (RTH) provisions. The Spatial Planning Office argued that the construction of a three-storey building in Vatulemo Park did not violate the rules, while the Environment Agency stated that it was contrary to existing regulations prohibiting multi-storey buildings in RTH areas. A manipulative practice was also found, whereby trees were planted around the building in an effort to conceal the violation from public view. In addition, permanent buildings along the coastal area of Talise Beach are still present, one of which is a hotel building. This condition indicates the weak capacity of implementing actors in enforcing spatial planning regulations in the field. Based on the research findings, the three dimensions of Goggin's theory are considered insufficient to prevent zoning violations in Palu City. Therefore, this study offers 'institutional capacity and consistency' as a fourth dimension to fill the gap in Goggin's theory, particularly in the context of post-disaster urban spatial governance.
