Abstract

This study examines transparency and accountability in the selection process of Central Bureau of Statistics (BPS) partners in Banggai Regency. The specific research gap addressed in this study is the limited attention given to public recruitment governance in BPS partner selection, particularly regarding information accessibility, grievance mechanisms, external oversight, participant feedback, and public justification of recruitment decisions. Using a descriptive qualitative approach, data were collected through interviews, observation, and document analysis involving six informants. The findings show that BPS has implemented digital recruitment systems and structured selection procedures; however, transparency remains partial due to unequal access to digital information and limited procedural communication. Accountability also remains procedural-administrative because evaluation mechanisms are internally oriented, external oversight is weak, participant feedback is inconsistent, and decision justification is limited. The novelty of this study lies in distinguishing procedural transparency and accountability from substantive governance practices in decentralized public recruitment. This study contributes to governance and public recruitment studies by showing that digital systems and formal procedures do not automatically ensure inclusiveness, answerability, and public trust. The findings imply the need for inclusive information dissemination, transparent grievance systems, standardized feedback, auditable evaluation, and stronger independent oversight in public recruitment governance.
