Abstract

The rapid expansion of social media use among Indonesian adolescents has turned the digital space into a primary arena for social interaction, but it has also opened the door to harmful behaviors such as hate speech and cyberbullying. This study aims to systematically review the relationship between citizenship literacy encompassing digital citizenship, digital ethics, netiquette, and Pancasila-based values and cyberbullying behavior among adolescent social media users in Indonesia. A Systematic Literature Review (SLR) approach following the PRISMA protocol was employed, screening academic articles published between 2020 and 2025 from SINTA-indexed Indonesian journals and other scholarly repositories, resulting in sixteen studies meeting the inclusion criteria. The review finds that citizenship literacy is consistently associated with adolescents’ capacity to resist cyberbullying, although the strength of this relationship remains moderate, with one quantitative study reporting a correlation of approximately twenty-five percent between digital ethics knowledge and anti-cyberbullying attitudes. Findings further reveal a persistent gap between adolescents’ theoretical understanding of digital citizenship and their everyday online practices, indicating that literacy alone is insufficient without reinforcement through character education, legal awareness, and contextual values such as Pancasila and Wawasan Nusantara. The study concludes that citizenship education integrating digital ethics and civic values into formal curricula, complemented by community-based literacy programs, offers a promising strategy for reducing cyberbullying among adolescent social media users.
