Penelitian ini bertujuan untuk menganalisis pelaksanaan Putusan KPPU Nomor 03/KPPU-I/2024 terhadap kebijakan kewajiban penggunaan Google Play Billing System. Penelitian ini dilakukan dengan menggunakan tipe penelitian normatif-empiris, dengan jenis dan sumber data primer dan sekunder. Teknik pengumpulan data dilakukan melalui studi kepustakaan dan wawancara, kemudian data yang diperoleh dianalisis secara kualitatif. Penelitian ini menunjukkan bahwa Google terbukti melakukan praktik monopoli dan penyalahgunaan posisi dominan melalui kewajiban penggunaan sistem pembayaran Google Play Billing System yang membatasi pilihan pengembang aplikasi. KPPU menjatuhkan sanksi administratif berupa perintah penghentian praktik, pemberian opsi sistem pembayaran alternatif, serta denda administratif sebesar Rp 202,5 miliar. Namun demikian, pelaksanaan putusan KPPU No. 03/KPPU-I/2024 belum sepenuhnya berjalan. Hal tersebut disebabkan oleh proses upaya hukum kasasi melalui Mahkamah Agung sehingga pelaksanaan substantif putusan KPPU belum dapat berjalan secara optimal dan efektif. This research aims to analyze the implementation of KPPU Decision Number 03/KPPU-I/2024 concerning the policy requiring the use of the Google Play Billing System. The study employs a normative-empirical research approach, utilizing both primary and secondary data sources. Data were collected through literature review and interviews, and subsequently analyzed qualitatively. The findings indicate that Google was proven to have engaged in monopolistic practices and abuse of dominant position through the mandatory use of the Google Play Billing System, which limited application developers’ payment options. The KPPU imposed administrative sanctions in the form of an order to cease the practice, the obligation to provide alternative payment system options, and an administrative fine of IDR 202.5 billion. However, the implementation of KPPU Decision No. 03/KPPU-I/2024 has not yet been fully carried out. This is due to the cassation process before the Supreme Court, which has delayed the substantive enforcement of the KPPU decision and prevented it from being implemented optimally and effectively.
