<![CDATA[Riau Province is entering the peak of its demographic dividend period, projected for 2030–2035, characterized by a dependency ratio estimated to reach 43.9% in 2030. This study aims to (1) review the trends and projections of Riau's population structure to identify the demographic window of opportunity; (2) critically examine the characteristics of employment challenges, particularly the skill mismatch between graduates' competencies and labor market demands; and (3) assess the relevance of vocational education outcomes and propose policy recommendations based on existing literature. This study employs a systematic qualitative literature review, utilizing secondary data from BPS (Statistics Indonesia), Sakernas (National Labor Force Survey), Bappenas, and the Ministry of Education, Culture, Research, and Technology, supplemented by a critical review of peer-reviewed journals published between 2015 and 2024. The results indicate that although the demographic window has commenced, significant structural barriers persist: the open unemployment rate (TPT) for SMK (vocational high school) graduates has reached 13.5%, while the Horizontal Mismatch Index (HMI) for higher education graduates stands at 32.4%, resulting in an estimated annual productivity loss of IDR 729 billion. Furthermore, vocational curricula remain misaligned with labor demands in priority sectors such as information technology, logistics, and renewable energy. Consequently, this study recommends three integrated policy pillars: modernizing vocational education, implementing targeted reskilling and upskilling programs, and strengthening triple-helix collaboration among the government, industry, and educational institutions.]]>
