<![CDATA[This study aims to analyze the digital transformation of post-disaster public service management in East Lombok Regency, identify its enabling and constraining factors, and formulate optimization strategies to improve service effectiveness, transparency, and quality. The study employed a qualitative approach with an inductive orientation. Data were collected through semi-structured interviews, observation, and documentation involving seven informants, consisting of four government informants and three community informants. The findings indicate that digital transformation has progressed through the existence of 78 public service websites across 33 regional government agencies, the strengthening of digitally based administrative services, the establishment of the Public Service Mall, and the disaster-sector service platform managed by the East Lombok Regional Disaster Management Agency (BPBD). However, this digitalization remains more evident as an expansion of service channels than as an integrated post-disaster service workflow. Inter-agency coordination has developed, yet it has not matured into effective service orchestration. This study argues that the principal challenge of post-disaster digital transformation in public service delivery lies not in the absence of technology, but in the uneven development of process integration, organizational alignment, cultural adaptation, and institutional capacity.
