Islamic Religious Education (PAI) learning is currently dominated by a surface learning approach focused on rote memorization and lectures, creating a gap between academic achievement and student behavior. This study aims to analyze the weaknesses of surface learning, introduce the principles of deep learning (mindful, meaningful, joyful), and formulate transformation strategies for PAI. This research employs a library research method with content analysis techniques. The results show that surface learning hinders analytical skills due to its emphasis on administrative task completion. Deep learning strategies are operationalized through reflective discussions (mindful), interactive media and ice breaking (joyful), as well as advance organizers, progressive differentiation, superordinate learning, and integrative reconciliation (meaningful). The transformation requires shifting the teacher's role from authority to facilitator to deconstruct hierarchical classroom culture, and reconstructing assessment from LOTS to formative, authentic, and HOTS-based assessments.
