<![CDATA[Abstrak. Pada saat penyelenggara negara menduduki jabatan tertentu tentu ada yang bertindak secara bebas atau berdasarkan kemauan mereka sendiri. Maka hal itu akan membuka peluang penyalahgunaan kewenangan yang mengakibatkan kerugian rakyat. Dalam SE Menpan-RB No. 2 Tahun 2023 tentang Penyampaian Laporan Harta Kekayaan Aparatur Negara (LHKAN) dijelaskan bahwa ASN, TNI dan Polri wajib menyampaikan informasi harta kekayaan dalam bentuk SPT Tahunan. Hal ini membuat penulis tertarik untuk meneliti sistem serta kepatuhan yang dilakukan oleh Pegawai Negeri di Lingkungan Polres Madiun khususnya Pegawai Negeri Sipil. Pegawai Negeri Sipil adalah warga negara Indonesia yang memenuhi syarat tertentu, diangkat sebagai pegawai Aparatur Sipil Negara secara tetap oleh pejabat pembina kepegawaian untuk menduduki jabatan pemerintahan. Rumusan masalah dalam penelitian ini adalah : Bagaimana sistem laporan harta kekayaan Aparatur Sipil Negara yang dilakukan oleh Pegawai Negeri Sipil pada Polri di Kepolisian Resor Kabupaten Madiun? Dan Apakah indikator pencapaian prinsip transparansi good governance dalam LHKASN di Kepolisian Resor Kabupaten Madiun?, Jenis Penelitian yang digunakan yaitu penulisan hukum empiris dengan teknik analisis data kualitatif. Hasil penelitian diketahui bahwa prosedur pelaporan ada tiga yaitu sosialisasi, pengisian SPT Tahunan dan akumulasi hasil laporan yang dicocokkan dengan pendapatan mereka dan hasil laporan pengisian SPT Tahunan yang diterima yaitu bukti penerimaan elektronik. Hasil laporan tersebut dijadikan sebagai ukuran untuk prinsip transparansi dalam good governance yang mana para PNS di Polres Madiun sudah patuh dan jujur dalam melaporkan harta kekayaan aparatur sipil negara.Kata Kunci : LHKASN, Sistem, Transparansi Abstract. When state officials occupy certain positions, of course some act freely or of their own accord. So this will open up opportunities for abuse of authority which will result in losses for the people. Submission of Wealth Reports for Civil Servants it is explained that ASN, TNI and Polri are required to submit wealth information in the form of an Annual SPT form. This makes the author interested in researching the system and compliance carried out by the State Civil Apparatus (ASN) within the Madiun Police, especially civil servants. The problem in this research is: What is the system for reporting assets of State Civil Apparatus carried out by civil servants to the Police at the Madiun Regency Police? And what are the indicators of achieving the principles of good governance transparency in the Madiun Regency Police of wealth reporting? The type of research used is empirical legal writing with qualitative data analysis techniques. The results of the research show that there are three reporting procedures, namely socialization, filling in the Annual SPT form and accumulation of report results adjusted to income and the results of the report for filling in the Annual SPT form received, namely electronic proof of receipt. The results of this reporting are used as a benchmark for the principle of transparency in good governance in which state civil servants at Madiun Police are obedient and honest in reporting the assets of state civil servants.Keywords : wealth reporting, system, transparantion]]>
