PENERAPAN SMART GOVERNMENT DALAM PELAYANAN PUBLIK DIGITAL: STUDI KASUS APLIKASI JAKI DI DKI JAKARTA

Along with the rapid development of technology and urbanization, cities around theworld are competing to adopt the Smart City concept to improve the efficiency andquality of life of their citizens. One of the main aspects of a Smart City is theimplementation of Smart Government, which aims to digitize public services to makethem faster, more transparent, and more accessible to the public. This studyhighlights the implementation of Smart Government in digital public services througha case study of the Jakarta Kini (JAKI) application in DKI Jakarta. JAKI is a super- application developed by Jakarta Smart City to integrate various government servicesin one digital platform. This study analyzes how JAKI contributes to improving publicservices, both in terms of efficiency, accessibility, and transparency. In addition, thisstudy also explores the challenges and obstacles in implementing Smart Governmentin Jakarta, including technical constraints, community readiness, and policies thatsupport the sustainability of digitalization of public services. Using a qualitativeapproach through literature studies and secondary data analysis, this study foundthat the JAKI application has had a positive impact in facilitating public access togovernment services, increasing public participation, and accelerating bureaucraticprocesses. However, there are still several challenges that need to be overcome tooptimize the implementation of Smart Government, such as technologicalinfrastructure that must continue to be developed, digital literacy of the communitythat needs to be improved, and closer collaboration between the government, theprivate sector, and citizens. Therefore, the recommendations proposed in this studyinclude improving digital education, strengthening supporting policies, and moreadaptive technological innovations to realize more inclusive and sustainable publicservices. With proper implementation, Smart Government through the JAKIapplication can be a model for other cities in Indonesia in developing digital-basedpublic services that are more effective and responsive to community needs.
