Abstract

Substations are critical components of electrical power systems but pose significant occupational safety risks due to medium-voltage equipment operation. This study aims to identify potential hazards and analyze Occupational Safety, Health, and Environment (K3L) risks at the Balaraja Lama Substation based on electrical testing of the Algojo Feeder using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method. Hazard identification was conducted through field observations, visual equipment inspections, and electrical tests, including circuit breaker (PMT) contact resistance and AC/DC power supply polarity measurements. The PMT contact resistance values were 92.5 µΩ (R), 60.2 µΩ (S), and 98.6 µΩ (T), meeting IEC 62271 and IEC 60694 standards. The power supply voltages were 229 V (AC) and 104.9 V (DC), with no significant grounding anomalies, while visual inspection revealed no major equipment damage. The Algojo Feeder was therefore considered operationally reliable. However, HIRARC analysis identified latent hazards associated with equipment aging and workplace conditions. Risk control measures, including routine maintenance, safe work procedures, and consistent use of personal protective equipment (PPE), are recommended to maintain operational safety and reliability.
