Abstract

The subsidized fertilizer policy in Malang Regency experienced a 10% decrease in allocation compared to the previous year, with a total allocation of 159,170 tons. The significant increase in the maximum retail price of subsidized fertilizers is stipulated in Minister of Agriculture Regulation No. 41 of 2021 concerning the allocation and maximum retail price of subsidized fertilizers. The distribution process of subsidized fertilizers is carried out through the KPL system, or farmer card system, based on the list of beneficiaries registered in the e-RDKK. In addition, the expansion of critical land by 45,000 hectares in Malang Regency has increased the demand for subsidized fertilizers. This study aims to describe and analyze the policy on the allocation and maximum retail price of subsidized fertilizers in Malang Regency. This research employed a qualitative descriptive approach. Data were analyzed using the interactive model developed by Miles, Huberman, and SaldaƱa. The researcher analyzed the implementation of the subsidized fertilizer policy using six components: policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication and implementing activities, disposition of implementers, and the social, economic, and political conditions in Malang Regency. The findings indicate that the implementation of the policy on the allocation and maximum retail price of subsidized fertilizers in Malang Regency, when examined through the six components, has not been fully optimal. Although the policy itself has been well formulated, its implementation remains suboptimal, particularly at the kiosk or retailer level. One of the main obstacles is the limited understanding of fertilizer redemption input procedures using the application. The tendency for prices to exceed the maximum retail price is caused by additional transportation costs borne by farmer groups and farmers located far from fertilizer kiosks. Furthermore, the dissemination of information regarding the distribution of subsidized fertilizers has not been effectively communicated to farmer groups and farmers.
