PENYIDIKAN TINDAK PIDANA PEMBUNUHAN DI KEPOLISIAN RESOR BONE

Penelitian ini bertujuan untuk menganalisis pelaksanaan penyidikan tindak pidana pembunuhan di Kepolisian Resor Bone serta mengidentifikasi faktor-faktor yang menjadi hambatan dalam proses penyidikan. Metode penelitian yang digunakan adalah penelitian hukum normatif empiris melalui pendekatan peraturan perundang-undangan, teori hukum, serta data empiris yang diperoleh dari wawancara dan dokumentasi. Temuan penelitian menunjukkan bahwa proses penyidikan telah dilaksanakan berdasarkan ketentuan hukum yang berlaku sebagaimana diatur dalam Undang-Undang Nomor 8 Tahun 1981 tentang Hukum Acara Pidana serta peraturan pelaksanaannya. Penyidik terikat pada prosedur formal terkait tahapan penyelidikan, pengumpulan alat bukti, pemeriksaan saksi, hingga penyusunan berkas perkara. Namun demikian, pelaksanaan penyidikan tidak terlepas dari potensi penyimpangan, sehingga etika profesional menjadi aspek fundamental dalam pelaksanaan tugas penyidik. Hasil penelitian juga mengungkap sejumlah hambatan dalam penyidikan kasus pembunuhan, antara lain keterbatasan kompetensi penyidik, khususnya bagi penyidik yang baru ditugaskan dan belum memiliki pengalaman yang memadai. Selain itu, keterbatasan sarana dan prasarana seperti alat forensik, perangkat identifikasi, serta fasilitas pengolahan tempat kejadian perkara (TKP) turut menjadi kendala yang berdampak pada efektivitas penyidikan. Beberapa alat forensik harus didatangkan dari kepolisian tingkat daerah sehingga menghambat kecepatan proses penyidikan. Berdasarkan temuan tersebut, diperlukan peningkatan kapasitas sumber daya manusia melalui pelatihan berkelanjutan, penyediaan sarana pendukung yang memadai, serta penguatan standar prosedur operasional untuk meningkatkan profesionalisme dan efektivitas penyidikan tindak pidana pembunuhan di wilayah Kepolisian Resor Bone. This study aims to analyze the implementation of criminal investigation procedures in murder cases within the jurisdiction of the Bone Resort Police and to identify the factors that hinder the effectiveness of homicide investigations. The research employed a normative-empirical legal approach, combining statutory analysis, legal theory, and empirical findings from interviews and documentation. The results indicate that investigation procedures are generally carried out in accordance with applicable legal provisions, including the Indonesian Criminal Procedure Code and related regulatory instruments. Investigators are required to follow formal protocols at every stage of the investigation, including the preliminary inquiry, evidence collection, witness examination, and case file preparation. However, discretionary misuse or deviation from procedural standards remains possible; therefore, investigative ethics is essential to ensure professionalism in law enforcement practices. The study further reveals several constraints affecting the investigation of murder cases, including limited investigator expertise, particularly among newly appointed officers who lack sufficient investigative experience. In addition, inadequate facilities and investigative tools—such as forensic equipment and crime scene processing instruments—pose significant challenges. Some forensic tools must be requested from higher-level police departments, resulting in delays and inefficiencies throughout the investigation process. Based on these findings, it is necessary to strengthen investigators' competence through continuous training, improve logistical and technological support, and reinforce operational standards to enhance professionalism and effectiveness in handling homicide investigations within the Bone Resort Police jurisdiction.
